Kaeya, Amber, and Lisa are only available in the Standard Banner in Genshin Impact, and in order for people to get this trio, they have to make 10 wishes and hit them among tens of other 4-star characters and tens of 4-star weapons.

Is Getting Kaeya Constellations Worth It In Genshin Impact?
Each one of Kaeya’s Constellation further enhances his ability to deal more off-field DMG. So, getting Kaeya Constellations is worth it in Genshin Impact. However, due to how complicated it can be, the best Constellation to go after is his C2. It allows him to keep his Cryo application available on the field for up to 15 seconds, which is more than enough for most team rotations in Genshin Impact.
C1 - Excellent Blood
Effect: The CRIT Rate of Kaeya’s Normal and Charge Attacks against opponents affected by Cryo is increased by 15%. Importance: High (Main DPS)/Negligible (Sub-DPS)
Kaeya has the highest ATK scaling with his Normal attacks among other sword users in Genshin Impact, and one of the highest among all other weapons units. C1 Kaeya has 70% built-in CRIT Rate, considering Cryo Resonance grants Kaeya 15%, 4pc of Blizzard Strayer gives up to 40%, and Kaeya also gets another 15% from his first Constellation. This gives players who are building C1 Kaeya an incredibly easy job to stack CRIT DMG on him and maximize his Normal attacks DMG.
However, while C1 is important to have for a main DPS Kaeya, for the Sub-DPS role, this Constellation won’t be used at all.
C2 - Never-Ending Performance
Effect: Every time Glacial Waltz defeats an opponent during its duration, its duration is increased by 2. 5s, up to a maximum of 15s. Importance: Priority
C2 Kaeya can keep his Elemental Burst active for up to 15 seconds in Genshin Impact. However, it’s not that simple to keep. Players have to be extremely aggressive defeating enemies as fast as possible to maintain C2 Kaeya’s icicles rotating around the active character’s body.
C4 - Frozen Kiss
Effect: Triggers automatically when Kaeya’s HP falls below 20%: Creates a shield that absorbs damage equal to 30% of Kaeya’s Max HP. Lasts for 20s. This shield absorbs Cryo DMG with 250% efficiency. Can only occur once every 60s. Importance: Medium
C4 Kaeya’s passive effect is almost similar to Yanfei’s fourth Constellation in Genshin Impact, where both of them get a decent shield under a certain condition. While C4 Yanfei gets her shield after she casts her Burst, Kaeya’s one is triggered when his HP falls critically low. This difference allows Yanfei to play as a shielder and forbids Kaeya to be useful in that department. The shield C4 Kaeya triggers is only useful to him.
C6 - Glacial Whirlwind
Effect: Glacial Waltz will generate 1 additional icicle, and will regenerate 15 Energy when cast. Importance: High
C6 Kaeya gets an important buff to his Elemental Burst by adding another icicle, raising his DMG, and his Cryo application. In addition, C6 Kaeya will regenerate his Burst faster, which helps keep his ultimate more consistent during combat.
